Newest improved US aid strategy in Pakistan: Same as the old bad strategyo

This September 19, 2011 gem from the Washington Post, US wants more of its aid to help civilians rather than the military, ambassador says is one those reports that drives me to the sherry bottle. All foreign aid has to go through Pakistan's government, and that's another way saying it helps fund Pakistan's military. State knows this. Congress knows this. The White House knows this. Everyone in Washington knows. So why even bother with a fancier fig leaf?
